Separate permission for Shipments tab from View Order role
Create a more separate role permission for shipments tab to allow clients to add customers that use the portal for document downloads only. Example Bill of Lading (BOL) documents.
Example - Client does not want some customer to see all order details but be able to download their Shipping Documents for example. Today Shipment Tab is connected to View Order Role.
