Add ability to copy a quote.

Initial version released on 12/13/2022 included a workaround to save the cart as a quote. As of the 2.29.0 release on 5/18/2023 we have added a copy quote button to the quote display page. See the 2.29.0 release notes for more information.

We currently have the ability to restore a quote to cart then edit the cart then save it as a new quote.

Similar to how we are able to copy an order, it would be nice to have the ability to copy a quote.
