Users with assignable roles can only edit other users with the same partners

The first round of implementation has been done. Now if a user has 'User Maintenance' role and an assigned partner he will see the limited user list and will be able to create only users with it's partner. Improvements can be done after User Acceptance Testing and a business feedback.
