Horizontal scrolling on admin pages at the top of the tables
Provide horizontal scrolling without having to go to the bottom of the results. On the user maintenance list page, it is hard to know what user I am notifying because you have to scroll to the bottom of the page to see the horizontal scroll bar.

Table action icons are now visible at all times to minimize scrolling. Released in 2.11.0 on August 9, 2022.
