Allow for Attachment to be mandatory on an order

Some clients require the PO to be attached before completing an order. Can we allow the attachment to be configured to be mandatory before allow them to place an order?

    We require a pdf copy for each purchase order processed. Only time we don't is if it is a credit card order.
