Request For Approval to order from a QUOTE
Looking for the existing order approval workflow to be applied to quote approval. So the user creates a quote, submits it to the approver to approve and once the Approver approves it or the quote is in the approved state for a different user to place the order.
Ask here is for a new permission "need quote approval" to get applied to a different role that will allow users to enter the shopping cart (for purpose of building Qarts) but with the “proceed to payment” button disabled (so that they cannot actually create an executable order), unless they have "place order."
Different buying organizations may have designated roles to create requisitions, but may or may not have purchasing authority to place the order.
Note: A separate request for a design change on order approval was requested separate ("need approval" user to checkout with a credit card or invoice then order goes through approval so the "need approval" user has no action after the Approver approves the order).

We also would like to have this approval workflow have the ability to add a comment; this feature is available to Reject Order to add comments; and with approval of a quote or a cart order; the approver may have important instructions that don't need another approval (if note is added to rejection; the order returns for a 2nd approval once order is edited) - therefore if a comment can be added (please use PO# X, y, X, shipping must be at location G)
